Several individuals have reported this profile to LinkedIn using the preferred and even the way LinkedIn does not like and yet still LinkedIn chooses to let this one slide!
Well if we ask ourselves why you will quickly realise that its a recruitment company much like LinkedIn and LinkedIn would potentially lose thousands of connections in the algorithm which would skew the connections.

Russian Programmers - Scanning your Data on LinkedIn
LinkedIn has no mechanism for stopping these Russian programmers from using software to create new profiles and post in groups.
Here are 3 profiles that are all similar by nature and photos are taken typically from Russian Bride websites.
They are all in HR and are scouring your profiles to capture data.
LinkedIn has not invested in its own software to be able to catch such activity even where there are simple solutions off the shelf they can use like TinEye or Google Image search to detect the pictures have not been taken from another source.
